MCCSC Interim Superintendent Dr. Markay Winston’s Entry Plan aims to honor the historical academic excellence of the corporation while focusing new energy on aligning resources to achieve the vision and mission of MCCSC’s strategic plan. See below for a description of Phase 1 of her entry plan.
Phase 1: Transition Planning & Preparation (May-June 2024)
This first phase of Dr. Winston’s entry plan can be described as a “listening journey.” During this time, the priority is to engage with critical MCCSC community partners in order to identify immediate areas of concern, capture upcoming opportunities, and establish a sense of leadership assurance with school leaders and faculty. The objective of these initial steps is to create a unified leadership team and to lay the foundation for accelerating student achievement in the district.
Key to this phase is the establishment of a strong, collaborative relationship between the Board of School Trustees and the Interim Superintendent. This can be achieved by developing a focused “immediate need” Theory of Action plan to guide the district’s next steps and ensure all efforts are aligned toward measurable goals.

Actions and Steps Taken During Phase 1
- Establish the Board and Interim Superintendent as a cohesive leadership team with a singular focused “immediate need” Theory of Action plan.
This collaboration will help develop a focused and actionable plan for the immediate needs of the district.
Specific actions taken include:
- Held a retreat with the Board of School Trustees
- Established 2024-2025 Board of School Trustees Goals & Priorities
- Developed evaluation targets for Superintendent
- Created Superintendent-Board Communication Protocols
- Meet with the district’s executive team to gather their perception on “where we are and where we need to go” to accelerate student achievement.
A crucial part of Phase 1 is gathering feedback from those at the heart of the district’s leadership. Meetings with the executive team were held to understand their perspectives on where the district currently stands and where it needs to go to accelerate student achievement.
