To keep everyone informed, we are continuing to share regular email updates with the MCCSC community after Redistricting Study Commission meetings and Board of School Trustees meetings. Here is our latest update:
The Board of School Trustees directed MCCSC to study redistricting as a mechanism to balance socio-economic status across schools while considering cost-effectiveness of current & redistricted models. The scope of the study is outlined in the project charter.
The 92-member Redistricting Study Commission continues to study many redistricting scenarios that show redrawn attendance zones to balance socioeconomic status across schools. At their October 2025 meeting, the Commission studied two scenarios in an interactive tool created by Commission leadership and Commission member Dr. John Baeten, Monroe County’s GIS Coordinator (pictured below) and Commission leaders.

Dr. Baeten and Commission leaders created the maps using U.S. Census Block data (such as household income) and County assessor data (such as average parcel values within each zone). Both maps redrew school attendance zone lines to balance socioeconomic status across schools.
Using the interactive tool, Commission members studied how each map’s redrawn attendance zones could impact each school’s free/reduced lunch percentage, student enrollment, and building capacity.


Commission members also studied both maps using a data dashboard created by Dr. Baeten and Commission leaders. The dashboard showed the number and average values of different housing types—such as apartments and single-family homes—within each school zone.
At the end of the meeting, Commission members shared feedback on how each map aligned with the Board of School Trustees’ two priorities and the top considerations chosen via the Commission and public survey in May 2025:
- Balanced socioeconomic status across schools
- Cost effectiveness
- Capacity, Resource Allocation, and Class Sizes
- Student Wellbeing (Minimizing Student Reassignment)
- Transportation
- Neighborhood Schools concept
