Bloomington North students to benefit from bond-funded athletic facility upgrades

New athletic facilities will enhance the student experience at Bloomington North; funded through bonds, not the dollars that support teachers and classrooms

Today, the Monroe County Community School Corporation (MCCSC) announced the start of the Athletics and Parking Improvement Project at Bloomington High School North (BHSN), an approximately $8 million bond-financed investment in modern athletic facilities for students, athletes, and families. Construction begins in March with completion anticipated by fall 2026, weather permitting.

The project includes new track and field throwing sports facilities, an athletic facilities building with visitor locker rooms, a synthetic turf soccer field, new batting cages, a concessions area serving soccer and baseball, and a new parking lot.

The project is financed entirely through bonds—not from referendum funds or education funds that support teachers and instruction, and not from operations funds that support operational staffing and expenses. The project is paid for through a separate pool of dollars — the MCCSC Debt Service Fund — dedicated exclusively to building and renovation.

“These investments will provide our students and athletes with modern facilities they deserve and we’re proud to deliver them without impacting the financial resources that directly support teaching and learning,” said Superintendent Markay L. Winston, Ph.D. “At a time when every dollar matters for public education, we want our community to know this project was planned with financial responsibility at the forefront. It’s funded entirely through bonds, which means not a single dollar comes from our referendum funds or our funds that pay teacher salaries and support classroom instruction.”

“This bond-funded project represents a transformational investment in the Bloomington High School North campus,” said BHSN Principal Matt Stark. “The new parking lot will significantly enhance access to our track and football complex, highlighted by a dynamic new entrance that celebrates the rich tradition and ongoing success of our Cougar programs, along with upgraded restroom and concession facilities. The expanded parking will also improve accessibility for events at our auditorium, gymnasium, and aquatic center. The new soccer field complements our state-of-the-art tennis facility, baseball and softball complexes, and adds concession areas to better serve fans and guests.”

MCCSC does not anticipate any impact on daily student drop-off or pickup throughout construction. Project timelines, details of each phase and its impacts will also be posted on the project webpage at mccsc.edu/building and linked on the BHSN homepage at north.mccsc.edu.

The community is encouraged to visit the MCCSC financial portal at mccsc.edu/everydollar to see how resources are managed across the school corporation.

This bond-funded project is part of the MCCSC Designing and Building to Sustain Excellence initiative, a long-term investment in enhancing academic, artistic, athletic, and performing arts spaces and making upgrades in technology, transportation, and safety. Bond financing allows school corporations to make long-term facility improvements to protect educational dollars, local property tax dollars that fund daily operations, and referendum dollars that fund voter-approved purposes.
