The Monroe County Community School Corporation (MCCSC) has released its Referenda Impact Report, detailing how voter-approved funding for the corporation’s 2022 and 2023 tax referenda has supported schools and students. The report, detailing how funds were allocated from January 2023 – March 2025, is now available on the MCCSC website at mccsc.edu/referenda.
“We are deeply appreciative to voters for supporting referenda to benefit families and students and sustain excellence in our schools,” said Dr. Markay L. Winston, MCCSC superintendent. “This funding has been transformative, especially for our youngest learners and their families. The expansion of our Pre-K program has been a true difference-maker for families, removing financial barriers and providing quality early education.”
Over the past two years and three months, approximately $22.6 million of referenda funding was invested each year across four voter-approved areas:
- Early Learning: The 2023 Referendum has invested approximately $6.2 million into expanding early learning, more than doubling the number of families who have enrolled children in 4-year-old Pre-K programs. Approximately 68% of families received Pre-K completely free and 32% received Pre-K for half cost or less. For the 2025-26 school year, the Referendum is expanding access to 3-year-old Preschool, enabling all families whose incomes are 225% or less of the Federal Poverty Level to enroll children in MCCSC’s Preschool program for free or receive a stipend toward partner programs.
- Teachers and Staff: Approximately $34.5 million has been invested in teacher and staff compensation. Teachers and salaried staff received a $4,500 base pay increase beginning with the 2022-2023 school year and support staff received $2.25 hourly raises beginning in November 2022, in addition to a 1.5% raise in January 2023.
- Curricular Enrichment and Student Support: Approximately $3.6 million has expanded student access to special programs and removed financial barriers by covering costs for dual credit courses, Advanced Placement exams, and some career certification exams.
- School Supplies: The MCCSC invested $912,688 in providing free school supplies to families, eliminating the need for back-to-school shopping and removing a financial burden for families.
