Redistricting Study Commission – May 2025 Update

    Dr. Tim Dowling presented a Preliminary Report of the Redistricting Study Commission in August 2025, which included updates about the Commission’s work in May:


    May 28: Commission studies boundary maps for possible redistricting scenarios in MCCSC

    The Redistricting Study Commission met for the fourth time on Wednesday, May 28, 2025. The meeting began with a review of the Commission’s Project Charter.

    Dr. Blaine Garman-McClaine led a discussion and shared a synopsis of peer-reviewed research on topics relevant to the Commission’s work.

    Dr. Tim Dowling presented the top areas of consideration which emerged from prior Commission meeting discussions (pictured below) and 333 survey responses from the public:

    1. Capacity, Resource Allocation, and Class Sizes 
    2. Student Well-Being & Social-Emotional Needs (Minimizing Student Reassignment)
    3. Transportation 
    4. Neighborhood Schools concept  

    The MCCSC Redistricting Commission leadership team used these top considerations to create a rubric that could be used to examine possible redistricting scenarios. The rubric also included the top priorities of the Board of School Trustees. 

    At the May 28 meeting (pictured below), Commission members used the rubric to examine numerous different school boundary maps for possible redistricting scenarios.

    Each map presented different boundaries for schools, along with data to quantify the impact on:

    • The percentage of Free/Reduced Lunch students at each elementary school
    • The number of students at each school who would need to move schools
    • The percentage of students who would change zoned schools
    • The utilization rate* of each elementary school
    • The median distance from students’ residences to school

    At their next meeting, the Commission will continue to study possible redistricting scenarios, based on the rubric informed by input from the Board of School Trustees, Commission, and the public.

    *The utilization rate of schools in this activity was measured using a formula developed by the MCCSC Redistricting Commission leadership team based on each building’s classroom capacity and usage availabilities.
